I'm debating between the Galaxy S4 and the yet to be released Note 3 and the new Nexus phone, ideas? I need the phone by the end of the month.

Just so you know the Nexus 4 doesn't have expandable memory and lacks LTE connection. I would say the GS4 makes more sense. It's a VERY powerful phone and already has a massive screen that some would say is even too big. The note is a powerful phone as well with an even (almost unnecessarily) larger screen. but along with the Notes fast internals and size comes a Hefty weight that may not be comfortable to hold everyday. I would pick the GS4, considering I had the GS3 and loved it. You should also check out the "HTC One". I hear its an AMAZING phone.

If you need a phone by the end of the month then you won't be able to get any of those new ones. The Samsung Galaxy S4 isn't released until May 1. The other phones haven't even been confirmed yet, but it all depends on what you want.

It seems you are interested in android phones. My top recommendation would be the iPhone 5, but you obviously like android more, so I'll give you some options.

The best android experience is Google's Nexus series. You could purchase the unlocked and contract free Nexus 4 right now. Or you could wait for the "rumored" Nexus 5.

The android phone with the most features would be the new Samsung Galaxy S4. If you like these phones, then you should definitely get this sequel.

Facebook has announced a phone on android the HTC First. You should look at this if you haven't seen it yet.

Other than that you could consider the newest WINDOWS PHONE or BLACKBERRY Z10.
