Default a problem with the warrenty company and receiving my money for my phone

I had bought my phone from Fido in December of 2012 and also bought a warranty, which at time was with a third party. In late December of 2013 I had lost my phone. I contacted the company asking the procedure and they told me that they will get me a new phone. A week later they call me and say that they don't have the phone in stock and that they can pay me the equivalent value for the phone. I agreed and have been waiting for over 4 months and haven't received the cheque. I have even called back and asked them what's taking so long. They keep on saying that the accountant still has to look at it and we have to wait for him. What can I do to get my money? Any suggestions, and I live in Vancouver BC
